2021 Development Code Updates

The City of Donald is working on updating its Development Code. The file number is LA-2021-01.

A Development Code is the set of regulations that apply to new development activities, like building a new home, subdivision, business, or even a home occupation. The Donald Planning Commission reviews the rules and on occasion updates them to keep them in line with state laws, and based on feedback from local committees, decision makers, and the public.

 

The Oregon Department of Land Conservation and Development (DLCD) gives $1,000 to small cities for land use planning activities on a bi-annual timeline. This money is partially funding this update.

The Donald Planning Commission has worked on this small set of Development Code updates since January 2021. At the April 22, 2021 meeting they considered the Development Code Feedback and public comments that were submitted to the City. The Feedback Form allowed for residents and businesses to comment either by paper or electronically.

A “Measure 56” notification was sent to affected property owners in the DMU – Downtown Mixed Use Zone 20 days prior to the first public hearing.  A public notice was published in the Woodburn Independent on June 16, 2021, the week prior to the first public hearing

On June 24, 2021 at 6:45pm the Planning Commission will hold a Public Hearing regarding the proposed changes. This is an opportunity for the public to formally speak on the record either in support, opposition, or neutrally. The speakers will receive copies of any future action regarding this land use application in the mail.

The Planning Commission will make a recommendation to the City Council. Development Code amendments require a second Public Hearing by the City Council prior to making the final decision on the amendments. This second Public Hearing will be held on July 13, 2021 at 6:45pm. The Council will conduct the first reading of an enacting ordinance during the same evening. The second reading of the ordinance will occur during the regularly scheduled City Council meeting on August 10, 2021.
